My mother's pport has a ECR stamp. Does sheed a ECNR for mauritius?

My mothers pport has a ECR stamp mentioning ECR required expect for bangladesh,pakistan & all EU countries.She is not a graduate. She is visting Mauritius for 5 days for a tour. Does she need to apply for ECNR ?
