Does my turtle absolutely need heat light?

I understood that I should have my turtle have a heat light on 12 hrs a day and bought the proper one. Why is it so necessary? Everytime I use the light and the turtle sits under it an hour or so, he peels. What would happen if he dont have the light, will his shell rot?
